I wanted something that wasn't so bright, and better highlighted what it was your mouse was moving over.
Thanks to Cwiiis for finding so many bugs that I would never have noticed.
You must replace the underscore with a period in the file name so Gnome Themes can recognize it. I don't know why DevArt changes it.

Anyway, for non-GNOME users like me (I'm on XFCE 4.3 svn) you can install it this way:
mkdir -p ~/.themes
cd ~/.themes
tar zxf /path/to/Black_tar.gz # No problem for the extension, tar unpacks it anyway
Then (on XFCE) you right click on your desk and select Settings -> User Interface Settings. In the new dialog just click Black on the left and here you go
I suppose you can use "switch" or "switch2" to change the generic GTK app look & feel.
